1 – Housing, Planning & Heritage
Support high quality housing and other developments that meet our town’s needs. Secure high quality sensitive design which prioritises local distinctiveness and enriches the landscape and built environment. Preserve and enhance our heritage assets.
Objectives
- Use the Housing Needs Assessment to identify the housing needs of Horwich and guide further development to meet that need.
- Ensure new housing and existing neighbourhood developments are configured with sustainability, environmentally quality construction, accessibility and safety in mind.
- Ensure any growth in housing comes with compatible levels of improvement in local infrastructure, roads, other rights of way and community services & facilities (Schools, Health & Medical facilities etc).
- Work with Bolton Council to ensure that all appropriate available monies, including Section 106 (Developer payment towards infrastructure to support development) and Community Infrastructure Levy (CIL), are ring fenced to Horwich, through a clear and transparent process, so that community facilities and infrastructure can be improved in line with future developments.
- Protect the town’s heritage by identifying buildings/structures (community assets) that may meet the criteria for Grade II listing by Historic England and by including any building/structure of historical interest or importance (heritage assets) in the NP Local List.
